I would like a list of all promotions by suppliers in which LCBO store staff could earn prizes of any type based on either store sales of a specific product or products during a given timeframe, or on personal sales of any given product or products. Who pays for these prizes: the LCBO, the taxpayer or the supplier? Someone else? To what extent are these LCBO products or products containing alcoholic beverages.
RESPONSE # 207124: Search & Preparation Time 1.5 hrs @ $30.00 = $45.00.

At the moment that the first prize was made available to the first employee, the LCBO lost something very precious. No member of the public can be sure, from that time on, that the recommendations they are receiving are not motivated by some form of approved graft. There is no such thing as a little bit pregnant, nor is there any longer the right to assume that any recommendation made by LCBO staff is neutral. It is crucial that the LCBO be directed by higher authority to completely and for all time desist from such policies. They are unethical, and, combined with LCBO Board Approval of individual employees being able to accept personal gifts up to $200 per employee per annum from each supplier no member of the public will be able to tell who is "bribing" the employee making today's recommendation.
There is also the issue of whether taking a gift of any kind would be a criminal violation of Canadian Law no matter what LCBO bosses may say. Is there some special exemption under Canadian law for LCBO employees?
FOI # 207124: I received, for $45 plus the $5 initiation fee, a form letter and three sheet ofs paper with the above answer. The responses to # 207124 were signed as noted above. The form letter was signed by FOI official Sheetal Bedi.
The Vex promotion took place last P3 and P4. The suppliers paid for prizes.

I discussed this with Paul and Dave Pearce and we have not approved any promotions where LCBO store staff could earn prizes from suppliers. I will return the file to you"
